August 2015 issue of the Legal Eye on the ICC now available online. In this Special Issue, Moses Mukiibi, the Chief Justice of the Ugandan International Crimes Division (ICD), offers an account of the ICD, including how it relates to the principle of complementarity under the Rome Statute. This includes a discussion of the background to setting up the ICD; Uganda’s ratification and implementation of the Rome Statute through the International Criminal Court (ICC) Act of 2010; an outline of the jurisdiction of the ICD; the challenges posed by Uganda’s Amnesty Act; and other important issues relating to the functioning of a domestic court intended to prosecute serious international crimes.
