
First Gender Persecution Conviction at the International Criminal Court in the Abd-Al-Rahman Judgement
08 October 2025—On Monday, Ali Muhammad Ali Abd-Al-Rahman, a senior leader of the pro-government Janjaweed militia, was found guilty of multiple crimes, including rape as a war crime and a crime against humanity and persecution on political, ethnic and gender grounds.
In its decision, the Chamber explicitly acknowledged the role of intersecting factors in the forms of discrimination that targeted Fur men based on their perception of being affiliated with the rebels, their ethnic identity and perceived gender roles.
While we welcome the acknowledgement of intersectional discrimination in the Judgment, we continue to call for a comprehensive intersectional analysis and reasoning that examines how gender and gender norms operate within broader systems of oppression. This is essential to fully uncover the complex and compounding harms experienced by victims and survivors.
This is the first verdict conviction in the Situation in Darfur, as well as the first from a United Nations Security Council referral, making it the first real chance for survivors and their communities in Darfur to see their years of struggle and advocacy result in justice.
The conviction comes as Darfur faces renewed violence amid the ongoing war between Sudan’s army and the paramilitary Rapid Support Forces (RSF), with reports from the UN of mass killings, ethnically targeted attacks, and civilian casualties, including at least 91 deaths in September alone.
We will continue to call for comprehensive accountability and reparations for the survivors throughout this process, including the sentencing, appeals and reparations hearings to come.
