On 16 September 2009, the UN Secretary-General submitted his annual report on ‘Women and peace and security’ to the UN Security Council, containing information on the implementation of UN Security Council Resolution 1325. In paragraph 21, the Secretary-General relied on information provided by the Women’s Initiatives regarding the exclusion of women’s voices in formal peace negotiations, such as in the Democratic Republic of the Congo.
